Is we need to enable allow portal users to see other users while setting up Community site

Issue: 
There are some highlighted parts of these instructions that do not match our screens. (Digital > Settings, and Community Administration > Preferences)
Most importantly, you require us to set a setting that allows portal users to see other users which is a security concern for us. 
 
1. Give guest users access to public Chatter API requests
2. Let guest users view asset files and CMS content available to the site
3. Let guest users see other members of this site 

Resolution: 
Yes, you can remove those permissions and proceed further to configure the community site.
